Syntax

	long offset,

	Stream targetStream
)

mediaId Guid: The id of the media to download. If the returned chunk is smaller than the requested size, it should be considered end of file.
offset Int64: The offset of the file. This should be the current downloaded length. The index is zero-based
length Int64: The requested size
targetStream Stream
